Five Year Consolidated Plan
The City is required by the U.S. Department of Housing and Urban Development (HUD) to create a five year Consolidated Plan for the use of its CDBG, HOME and ESG grants. The Plan lays out the overall goals of the City as they relate to specific needs. Fiscal year (FY) 2017, which begun July 1, 2016, marks Year Two of the City’s current FY2016 - FY2020 Consolidated Plan.
One-Year Action Plan
In addition to the Consolidated Plan, the City submits a One-Year Action Plan on an annual basis. The One-Year Action Plan is a more detailed and specific Plan that reflects the actual amount of funding from HUD, including specific production goals, leveraged funding resources and program initiatives.
The FY2014 One-Year Action Plan describes the anticipated programs and projects that the City will fund and/or operate with its allocation of CDBG, HOME and ESG block grants from the U.S. Department of Housing and Urban Development. These funds are aimed at serving the City’s low and moderate-income residents in the areas of affordable housing, economic development, human services and services for the homeless. The Plan also describes the process by which these activities are selected and managed.
Consolidated Annual Performance Evaluation Report (CAPER)
The CAPER is prepared by the City and submitted to HUD at the end of every fiscal year. It reports upon the City’s performance in the utilization of HUD funds as it relates to the stated objectives and goals of the previous fiscal year.
