CONSTRUCTION MEETING MINUTES DATE: JULY 24, 2017

• The Commonwealth Avenue and Boston University (BU) Bridge will be closed to non-emergency and non-transit motor vehicles from 7:00 p.m. on Thursday, July 27, through 5:00 a.m. on Monday, August 14. Access will be maintained on the BU Bridge only for MBTA buses, emergency services, pedestrians, and bicyclists.

I-90 between the Allston Interchange and the Beacon Street Overpass will be reduced to two lanes in both the eastbound and westbound directions during peak periods from 9:00 p.m. on Friday, July 28, through 5:00 a.m. on Monday, August 7. The westbound Exit 20 off-ramp will also be closed at different periods of time.

• MassDOT has requested that the Department of Conservation and Recreation (DCR) allow vehicular traffic on Memorial Drive in Cambridge on Sunday, July 30, and Sunday, August 6 to minimize impacts on local roadways and allow for reliable travel throughout the area.

Detour routes through Cambridge will potentially create traffic backups.

• REMINDER: NO WORK BEFORE START TIME – 7:00 AM START TIME FOR MONDAY – FRIDAY. IF YOU HAVE A SPECIAL PERMIT PLEASE START AT THAT TIME PERMITTED FOR. ALL CONTRACTORS WILL BE FINED FOR STARTING WORK EARLY AND PERMITS PULLED.


• Certified Payroll – all subcontractor certified payroll’s need to be submitted weekly, please email it to certifiedpayrolls@cambridgema.gov

• Erosion and sediment control - ensure soils from your excavations are properly controlled and catch basins are protected. During hot days provide treatment to exposed areas to reduce windblown soils and dust. Contact Yilkal Bekele with any questions at ybekele@cambridgema.gov .
  

• All details must be called in at least 24 hours in advance to the detail office. Details called in the day of cannot be filled.

• No Parking Signs – all signs must be posted 48 hours in advance for all new construction. All on-going construction there is a minimum of 24 hours, but the City would like 48 hours. All signs must be completely filled out including the permit number or the City will have the right to take down the signs.

WORK HOURS / HOLIDAY WORK PERMITS
Monday – Friday 7:00 am – 4:00 pm, Saturdays 9:00 am – 4:00 pm and no work on Sundays or holidays without a permit

POLICE DETAILS
Police details will need to be called in daily to the police detail office 617.349.3350, On Fridays please call in details by 11:00 am, office closes at 12:00. If your job requires a priority police detail please call in the details to the detail office but also contact Jim Wilcox at 617.349.6426 or jwilcox@cambridgema.gov

NOISE VARIANCES
The noise variances are approved by the city’s License Commission.
DPW and the Police Dept. can't approve variances and emergency work is exempt, no “scheduled” emergencies.
"Emergency" means any occurrence or set of circumstances involving actual or imminent physical trauma or property damage which demands immediate action.
Noise variance applies everywhere within the City limits including property owned by the City, State and federal government.
Construction is allowed Monday - Friday 7:00 am to 6:00 pm and Saturday 9:00 am to 6:00 pm except holidays
Work during any other times requires a special noise variance
Special Noise Variances are issued by the License Commission with recommendations from Police, Traffic and Public Works
Allow at least 3 weeks for review and approval of variance applications.
Extension of noise variances are considered new applications and will also need 3 weeks for approval

EVERSOURCE PAVING NOTIFICATION
Properly functioning gate boxes / shut-off valves are a significant safety and liability issue for all of us. Damaging utility infrastructure, including gas valves, is a violation of Dig Safe Regulations and subject to a $1,000 to $10,000 fine per incident. Announcing paving operations at Monday morning construction meetings is important, but is not sufficient. Contractors must email Eversource Gas and Electric prior to paving and work with them to coordinate adjustments of valves and structures.
Eversource Gas
Construction Contractors must provide Eversource Gas one-month written / email notice of all planned paving to:
     • test for gas leaks and allow sufficient time to make the required repairs prior to paving.
     • allow for the timely regulation/adjustment of all gate boxes, shut-off valves & castings.

          Paving Operations
               • Valves must be accessible and visible at all times.
               • Paving over a gate box / shut-off valve is a serious safety hazard and under no case, can a contractor bury gate boxes / shut-off valves under paving.
               • Contractors must notify Eversource if any gate boxes / shut-off valves were damaged during grinding or full depth construction.
               • Eversource will raise the gate boxes / shut-off valves prior to each phase of paving. Contractors can make the final 1” to 2” adjustment to match the final grading.
Eversource Electric
Construction Contractors must provide Eversource Electric two-week written / email notice of all planned paving to:
     • allow for the timely regulation/adjustment of all castings.
     • if reclaiming roadways (deep grind & overlay top surface), please advise so vault tops and subsurface castings may be protected.
