to 6pm Regulation for Placing Trash and Recycling
on the Curb Policy and Procedures

City Ordinance 8.24.090 (as amended
by City Ordinance 1293 in December 2005) requires
that "rubbish receptacles shall be placed
on the sidewalk no earlier than 6:00 p.m. of the
day immediately prior to the day of collection
as designated by the Commissioner of Public Works."
Trash placed at the curbside the day before collection
must be in rodent-resistant barrels with tight
fitting lids.
There is an EXEMPTION to this 6:00 p.m. regulation
that is available to households where all the
residents over age twelve have disabilities that
prevent them from placing trash barrels and recycling
bins at the curbside. This exemption allows for
the trash and recycling bins to be placed at the
curbside by someone else before 6:00 p.m. on the
day before regular curbside collection.
If trash barrels with tight-fitting lids cannot
be placed at the curb on the day before regular
pickup, the resident may place trash in heavy
duty plastic bags at the curb by 7:00 a.m. the
day of collection, but not the night before. Receptacles
must be removed from the curb and brought back
onto your property by 6:00 p.m. of the day your
trash is picked up. If trash cannot be placed
at the curb in one of these two ways, it must
not be taken out until the following week.
There are no income restrictions for this exemption,
but the head of the household must depend on some
outside person (a friend, neighbor, relative or
homemaker) to place the trash barrels at the curbside.
Occasionally, additional information, including
medical verification of disability, may be required
to process the request. The applicant's eligibility
is subject to periodic review.
Once this application is submitted, it may take
up to ten business days to be processed by the
Commission for Persons with Disabilities and the
Department of Public Works.

City Ordinance 8.24.070 requires
that all Cambridge households separate recyclable
materials (paper; cardboard; glass,
plastic and metal containers) from other solid
waste, and place it in appropriate bins for curbside
collection. There are some EXEMPTIONS to this
regulation for people with disabilities who live
in a household where there is no one who can comply
with the recycling requirements.
The resident’s impairment must in some way
limit either his/her ability to sort out recyclables,
such as a visual impairment or limited manual
dexterity, or to place the blue recycling bin
at the curbside. Partial recycling exemptions,
for example from the requirement to flatten cardboard
to 3 feet by 3 feet for recycling, are also available.
For households that do participate in the recycling
program but where the resident has difficulty
lifting or carrying the recycling bin to the curb,
the City can provide the person with a free two-wheel
Bin Carrier, for transporting the bin. If you

Bin Carrier Program Description, Eligibility Criteria
and Distribution Procedure

For residents of Cambridge who have
difficulty lifting and carrying the blue plastic
recycling bins, particularly when they are full,
the City can provide a wire “bin carrier.”
This lightweight cart has a long handle, two wheels
and a bar that fits under the rolled edge of the
recycling bin and scoops it up off the ground
when the cart is tilted back. With this cart the
bin can be wheeled out to the curb and later back
onto the resident’s property.
Eligibility for a recycling Bin
Carrier will be determined by staff of the Cambridge
Commission for Persons with Disabilities (CCPD),
according to the following criteria. The applicant
must live in a household that participates in
the City's recycling program. The Bin Carriers
are for households that use the blue plastic recycling
bins (tubs) for curbside collection. They are
not for people who live in buildings
with six or more units since those
buildings should be using the large recycling
toters.
All members of the household over
age 12 must have impairments that substantially
limit them from lifting or carrying recycling
bins to and from the curbside without the aid
of the two-wheel Bin Carrier. The applicant must
also have been fully informed that he/she could
apply for an Exemption from the City’s
Recycling Ordinance, and must have
decided not to request this Exemption. The applicant
must have the ability to independently move the
full or empty recycling bin to and from the curbside
with the help of this two-wheeled cart called
a Bin Carrier.
Once a household has been determined
to meet the eligibility criteria, CCPD will notify
the DPW Recycling Division that a Bin Carrier
is needed at that particular address. If a bin
carrier is available, DPW will deliver it to the
participant's home within two weeks, demonstrate
its safe and proper use to the participant, and
provide written guidelines for the Recycling Bin
Carrier Program.
If a bin carrier is not available,
the participant's name will be placed on a waiting
list at CCPD and one will be provided as soon
as one becomes available. The applicant’s
eligibility is subject to periodic review. If
it is determined that a program participant no
longer meets the eligibility criteria, and no
longer needs a Bin Carrier, then CCPD will notify
DPW, and DPW will retrieve the Bin Carrier for
later use by another household.
Once the Application Form has been received, it
may take up to ten business days to be processed
by the Commission for Persons with Disabilities
and the Department of Public Works.
