On Tuesday, October 29, the city’s contractor, P. Caliacco Corp., will mill the intersection of Land Blvd and Binney St to prepare the roadway for paving. Work hours will be 7 AM to 4 PM. Paving is scheduled for Thursday, October 31, weather permitting. Land Blvd will remain open during milling operations on Tuesday; eastbound traffic on Binney St will be detoured to First St during work hours. Roadway paving operations will take place on Thursday, October 31. Both roadway operations are expected to cause minor delays for motorists.

Crews are currently setting up a long term work zone at the intersection of Binney St. and Land Blvd. (closest to the water), as the contractor will need to excavate in order to install two (2) bending weir structures. Lane closures will occur on Land Blvd. and so we ask motorists to be alert that the travel lanes may be modified. Signs will be posted onsite to make the travel lane modification as transparent as possible.

Weather permitting, the contractor is continuing drain and sewer work across Land Boulevard to Esplanade Building. Last Monday, October 15th, a long-term work zone was established. Binney Street will remain closed with a detour down First Street.
Project Background
The Cambridge Department of Public Works is constructing a project at the intersection of Land Boulevard and Binney Street during 2012. The purpose of this project is twofold; (1) to provide an outfall to the proposed sewer separation project on Binney Street and (2) to provide flood relief during significant rainfall events to the Area 4 neighborhood and the Central Square area.
Drainage from a 610 acre area to the west drains towards Land Boulevard and Binney Street. This combined sewer system services the Area 4 neighborhood, the Mid Cambridge neighborhood as far as Cambridge Hospital and most of East Cambridge. During larger rainfall events severe flooding and sewer backups occur throughout the Area 4 neighborhood and parts of East Cambridge. To relieve this flooding, the Department of Public Works has developed a facilities plan that includes twelve construction projects. These projects include sewer separation, large scale stormwater storage systems and combined sewer relief structures throughout the area. This project is the second of a number of projects that will be constructed throughout the neighborhood to provide relief.
Beneath this intersection, there presently exists a critical flood control structure called the CAM 017 regulator. During intense rainfall events when the conveyance capacity of the municipal and metropolitan drainage systems is overwhelmed combined sewage discharges to the Charles River at various regulator structures throughout the city such as the CAM 017 structure. These discharges are regulated by US EPA.
The objective of this construction project is to modify the CAM 017 structure so as to further relieve flooding upstream of this location. This will involve the construction of a new stormwater outfall adjacent to the regulator and the reconstruction of the CAM 017 structure, which will provide greater flood relief during extreme rainfall events.
Design for this project is being managed by the Cambridge Department of Public Works, in coordination with MWRA and the Department of Conservation and Recreation (DCR). Engineering consultants are MWH Americas Inc.
What to Expect during Construction
• Contractor will set secure Work Zones using Jersey barriers and drums.
• Installation of Temporary Excavation Support System
• Open cut excavation: Saw cut pavement; Excavators and dump trucks (load and go); move excavated soil off site; plate over open excavations at end of day.
• Street open to traffic at all times. Reduced to one lane. Police details to direct traffic flow. Access and egress for emergency vehicles will not be impeded.
Construction Impacts and Mitigation
• Vibration and Noise: Day work to minimize disruption to residences. Contractor will monitor vibration and noise levels during construction.
• Dust and Debris: Contractor will monitor dust levels and implement dust control measures such as suppression with water or calcium chloride.
• Deliveries: Special provisions will be made by building management.
