Officers observed what appeared to be a heated argument between Hagins and Templehof in Carl Barron Plaza. Both males were yelling racial profanities towards each other causing a large crowd to gather around them. One bystander tried to intervene to deescalate the argument, but this only cause the two males to become more aggressive. As the argument progressed, Hagins began swinging a metal tray around almost striking several bystanders. Templehof then picked up a walking cane from the park bench and started swinging it towards Hagins. When Templehof started to swing the cane, Hagins dropped the metal tray and ripped a plant out of the ground and held it over his head as if he was going to throw it at Templehof. At this point, officers intervened and had both males drop the items they were holding. Officers tried to deescalate the incident and send both males their separate ways, but they refused. At this point, it became clear to officers that this reckless behavior would not stop and both males were placed under arrest for disorderly conduct.
