A resident of Clifton Street reports hiring a contractor on

1/9/15 for a construction job to his residence. The victim gave the contractor $19,000, but the contractor only performed approximately $8,500 worth of work and disappeared failing to return any of the victim’s calls or texts.

Upon arrival, officers placed Zi Ruan, 35, 73 Bicknell Street in Quincy, under arrest in regards to seven warrants. Ruan was also charged with Larceny over $250 and Possession of a Class E Substance.
