McLean repeatedly screamed at officers to the point a resident came to check out the disturbance. McLean was so agitated that he aggressively charged at Outreach Officers with a clenched fist. McLean later threw a water bottle at an Outreach Officer. Due to the fact the police cruiser was placed between McLean and the Outreach Officers, it missed the Officer and struck the cruiser.
