    Jeffrey Mitchell, 19, of Lowell was placed under arrest for Breaking & Entering and Trespassing. Reporting person stated they heard voices coming from the basement of a commercial building in Harvard Sq. that was supposed to be unoccupied. Officers responded and located Mitchell inside.
