Cambridge Police placed Richard Payne, 47, 402 Massachusetts Avenue in Cambridge, under arrest for Disorderly Conduct. Payne was placed under arrest after he jumped onto the back of a moving flatbed tow truck and got into a verbal argument with the operator of the motor vehicle.
