    FRANKLIN ST & WESTERN AVE
    Charles Darcy, 59, unhoused was placed under arrest and charged with Possession of a Class A Substance and Possession of a Class B Substance. Officers interacted with Darcy near Central Sq. where he was observed with suspected fentanyl and crack cocaine.
