Notice of Upcoming Field Investigations- Fairmont Ave, Fairmont St, Rockwell St, Laurel St. and Kelly St.

We are pleased to announce the start of the planning and design process for sidewalk and street improvements in your neighborhood, including field investigation activities which will occur this summer.  This work is part of the City’s ongoing Five Year Sidewalk and Street Reconstruction Plan.

The goals of this Plan include: reconstructing streets, sidewalks and bicycle facilities with an emphasis on a Complete Streets approach; ensuring that roadways and sidewalks are brought into accessibility compliance and a state of good repair; maintaining and enhancing the City’s tree canopy and stormwater quality; and providing for comprehensive inspection/repair and upgrading of city and private utilities.

Much more information about the Five Year Plan can be found at https://www.cambridgema.gov/Departments/publicworks/Initiatives/fiveyearplanforsidewalkandstreetreconstruction.

Which streets are being addressed, and when?

The following street segments are scheduled for work and will be included in the City’s River Street Reconstruction Project.  Construction on the large River Street Project is scheduled to begin in Spring 2021.  We will be able to provide more detailed information about the schedule for work on these neighborhood streets in early 2021.

  • Fairmont Avenue (Allston St to Fairmont St)
  • Fairmont Street (River St to Magazine St)
  • Rockwell Street (River St to Pleasant St)
  • Laurel Street (River St to Pleasant St)
  • Kelly Road (River St to Magazine St)

Is there already a design for these streets?

No – not until we get your input! The City will hold a series of neighborhood meetings this fall. At these meetings, we would like to hear your concerns and observations about conditions on these streets and get your input as to how we might improve them. More information about this public engagement will be provided later in the summer. We also invite you to join our project mailing list at the “Contact” tab of the project page: www.cambridgema.gov/Departments/publicworks/cityprojects/2020/fairmontrockwelllaurelkellysidewalkandstreetimprovementsproject

Please note: The project email list and community meetings for these streets are separate from those of the River Street Project.  So please be sure to stay connected with one, the other, or both as you see fit.

What’s happening this summer and how disruptive will it be?

As part of the design process for these streets, the City's consultant HDR Engineering, and their subcontractors, will begin field work which will include soil borings and utility inspections. The purpose of these investigations is to obtain existing pavement, utility, and soil/groundwater conditions.  The results will assist in developing a complete street design for these streets.  The results of these investigations will be presented at the neighborhood meetings this fall.

  • Soil Borings: Residents will notice utility markouts in the area and should be aware of “No Parking” signs.Soil borings will be performed using a truck-mounted drill rig. Locations have been selected in areas that will give the best representation of roadway conditions while minimizing traffic and parking disruptions where possible. However, "No Parking" areas will still be designated when required to allow the street to remain open to traffic.
  • Utility Inspections: A truck-mounted high pressure jet machine will be used to clean sewer and stormwater pipes prior to an internal inspection conducted with a specially designed robotic camera. Depending on the location of the access manholes in the streets, it may be necessary to post “No Parking” signs during these operations in order to maintain traffic operations on the street.
  • Work hours will be 7 AM to 4 PM, Monday-Friday.
  • “No Parking” signs will be posted 48-hours in advance; please be sure to check dates/times.
  • We will attempt to maintain normal vehicle and bicycle access during this work. However, some of the subject streets are quite narrow, and it may be necessary at times to restrict access to “abutters only”, or to allow access from one end of the street only.
  • Pedestrian access will be maintained at all times. If individual sidewalks need to be closed, please follow posted detour and crossing routes.
  • Emergency vehicles and city services will have access at all times.
