BEUDO Review Board

The Building Energy Use Disclosure Ordinance (BEUDO) Review Board is made up of nine volunteers who oversee aspects of BEUDO implementation and compliance. Members include: 

  • Two representatives of the real estate or business sectors
  • Two members of climate advocacy organizations
  • Five technical experts who understand the urgency of climate change

The Ordinance specifically gives the BEUDO Review Board authority to: 

  • Oversee the implementation of Hardship Compliance Plans and Deferral Plan Applications
  • Approve the types and geographic limits for Verified Carbon Credits
  • Determine the appropriateness of continued exemption for Backup Generation

 

Meetings

The BEUDO Review Board meets on the first Wednesday of each month, from 4–6 pm. Depending on caseload, the Board may also meet on the third Wednesday of the month.

How to Apply for a Hardship Compliance Plan or Deferral Plan

Owners of Covered Properties that may require an alternative schedule of emissions reductions, non-standard considerations for their configuration or baseline, or other limited changes to their ordinance obligations should consider applying for a Hardship Compliance Plan (HCP) or Deferral Plan. Follow these steps:

  1. Review the Hardship Compliance Plan Guidance (link here) and the Deferral Plan Guidance (link here).
  2. If you need help understanding plan types, the documentation required, or other issues, follow this link to submit a ticket to the BEAM Owner Portal Helpdesk. Or, sign up for BEUDO Office Hours to speak to BEUDO staff by using this link.
  3. Once Owners know their eligibility and the relief they intend to apply for, they can submit an application for a Hardship Compliance Plan using this link, or a Deferral Plan using this link.

City staff will review submitted applications and reach back out to applicants if more information is needed. Once an application is ready, applicants will be notified of a date when the Review Board will hear their case. Owners or designated affiliates should attend the hearing and, depending on their case type, may be asked to present their application.
 
The Review Board will issue a decision during a public Board meeting, and the City will send the Owner a written copy within 21 days of that decision being made.
