As part of Cambridge’s work to cut carbon emissions from large buildings and meet the City’s 2050 carbon-neutral goal, the next set of Building Energy Use Disclosure Ordinance (BEUDO) regulations is now available for public review.

What’s included in the draft Phase 3 regulations:
- Campus Reporting Option: A pathway for organizations with five or more BEUDO-covered buildings to report energy use and emissions as a single campus, allowing for emissions to be considered in aggregate rather than individually.
- BEUDO Review Board Procedures: Proposed rules describing how the Review Board will operate and make decisions, with a focus on transparency and consistency.
- Hardship and Deferral Requests: Criteria and processes for property owners or managers who face significant challenges or may need extra time to meet BEUDO requirements.

The draft regulations are open for public comment until Jan. 23, 2026. The City encourages all building owners, residents, and interested stakeholders to review the documents and share their feedback.

The deadline has passed for BEUDO-Covered property owners and managers to submit the following forms. If you haven't already, please submit them as soon as possible.
- The Deadline Extension Form for owners of Covered Properties with multiple building parcels or multi-use buildings, or those seeking a Campus compliance structure, who may need additional time to designate their Property Configuration and/or Baseline selection.
