Description

The Ordinance Committee will conduct a public hearing to discuss a zoning petition by the City Council to amend four sections in Article 19.000 of the Zoning Ordinance of the City of Cambridge. The proposed changes are intended to complement the proposed new municipal Lighting Ordinance by strengthening the review of outdoor lighting in significant new development. The following changes are proposed to add the clause “and (f) measures taken to mitigate light pollution from outdoor lighting, including façade, landscape and rooftop lighting” to Paragraph (4) of Section 19.24, Application Procedures, as a component of the required Urban Design Objectives Narrative for a Project Review Special Permit Application; to add a new phrase “including façade, landscape and rooftop lighting” to Paragraph (9) of Section 19.33 of the Citywide Urban Design Objectives, regarding indicators that are considered in the review of a project; to add a new Paragraph (5) reading “Shall only be lighted to the minimum extent necessary to meet applicable safety regulations,” to Section 19.58 of the Building and Site Plan Requirements, regarding requirements for mechanical equipment, refuse storage, and loading areas, which must be met for most projects of 25,000 square feet or more unless modified with special permit approval from the Planning Board; and to add a new Subsection 19.511 reading “No exterior lighting shall be allowed above the roof of a building,” to Section 19.50, Building and Site Plan Requirements, which must be met for most projects of 25,000 square feet or more unless modified with special permit approval from the Planning Board.  This meeting to be televised.
